How do i deal with a jealous employee who is angry now because our boss treats us equal?

Essentially I’m relatively young (24) working in a small IT department with one other employee. This one other employee is much older and has been working there 4 years while I’ve been working just 1. He, since the time I’ve worked there has gave indications of jealousy twoards me such as putting me down indirectly or overcompensating in front of our manager. Recently management is allowing us to take MCP certification courses. However he feels since he’s been there the longest and the more experienced he is more qualified to take those courses then me. My manager is not allowing this but allows both of us to take courses. Spliting the limited money between the both of us. This made him angry and he dosen’t like this. Because he wants all of the money for him so that he can take courses. As a result he is giving me the silent treatment. What type of person is this. It’s kind of selfish. He is also an indian person. Very competitive.
